Background: Created in 1998, the Dairy Waste Management Account receives penalties related to violations of the dairy nutrient management laws. The account is used to help fund activities to manage dairy nutrient discharges into state waters. The Coastal Protection Fund receives penalties from violations of the Water Pollution Control Act (Chapter 90.48 RCW).
In 1999 the Dairy Nutrient Management Task Force was created to assist the implementation of the Dairy Nutrient Management Program. The task force has reported that all dairy farm related monetary penalties from violations of the Water Pollution Control Act should be allocated to the Dairy Waste Management Account.
Summary of Bill: All dairy farm related penalties for violations of Chapter 90.48 RCW, the Water Pollution Control Act, are deposited into the Dairy Waste Management Account. Language is made gender neutral where appropriate.

Effective Date: Ninety days after adjournment of session in which bill is passed.
