Background:  Historically the operation of a vessel along a state highway route has not been an action requiring environmental review.  Concern exists that current law is not clear as to whether the operation of a vessel along an established state highway route is an action requiring environmental review.  The Legislature would like to clarify that the operation of a vessel along an established state highway route is not an action requiring environmental review.

Summary of Bill:  The operation of a vessel by the Washington State Ferries or a municipality that provide services along an established state highway route is not an action requiring environmental review.  The Legislature intends that this bill have retroactive effect.
