SENATE COMMITTEE ON ENVIRONMENTAL QUALITY & WATER RESOURCES

Staff:  Genevieve Pisarski (786-7488)

Background:  Existing law authorizes counties to create lake management districts for a period of up to ten years for the purpose of financing improvement and maintenance through special assessments.  Any resolution or petition for the creation of a lake management district must include the proposed duration of the district.  There is concern that a ten-year limit on duration impedes ability to undertake activities that require long-term financing.

Summary of Bill:  The ten-year limit on the duration of lake management districts is removed.  Dikes, levees, and flumes are added to the list of activities that can be financed.

Appropriation:  None.

Fiscal Note:  Not requested.

Effective Date:  Ninety days after adjournment of session in which bill is passed.
