Background:  Under the 1999-2001 operating budget, annual salary increases of 3 percent effective July 1, 1999, and July 1, 2000, are granted to all higher education and other state employees.

 

Summary of Bill:  The annual salary increase of 3 percent effective July 1, 2000, is not granted to higher education and other state employees who earn annual salaries exceeding $40,000 on June 30, 2000.

 

Appropriation:  The appropriations for higher education and other state employee compensation in fiscal year 2001 are reduced.  Higher education employee compensation is reduced by $17,402,000.  Other state employee compensation is reduced by $36,305,000.

Effective Date:  The bill contains an emergency clause and takes effect immediately.
