Assigning tasks to the legislative committee on economic development.


    WHEREAS, The purpose of the legislative committee on economic development is to provide responsive and consistent involvement by the legislature in economic development; and

    WHEREAS, The legislative committee on economic development is charged with studying and reviewing economic development issues and developing a comprehensive and consistent economic development policy;

    NOW, THEREFORE, BE IT RESOLVED, By the Senate of the state of Washington, the House of Representatives concurring, That during the  1999-2001 biennium the legislative committee on economic development shall:

    (1) Review the state's efforts in promoting international trade and examine international factors that may effect trade in the state including international currency problems and the effect of the European Community's introduction of the Euro;

    (2) Review the department of community, trade and economic development's success in carrying out its statutory obligations and the department's performance in light of the 1997 assessment of the agency and the recommendations that accompanied that assessment;

    (3) Review efforts in the state to increase efficiency in the delivery of economic development services through market tools such as fees for services, outcome-based grants, and payments upon performance;

    (4) Review the efforts of other states in privatizing economic development services;

    (5) Review economic development policies currently in place and make recommendations to the legislature on the development of a strategic plan for economic development; and

    (6) Review such other issues and make such recommendations as the committee determines appropriate; and

    BE IT FURTHER RESOLVED, That the legislative committee on economic development begin the work for this biennium by May 1, 1999.
