Requesting the designation of the Paul N. Luvera, Sr. Memorial Highway.


    TO THE HONORABLE SID MORRISON, SECRETARY OF TRANSPORTATION, AND TO THE WASHINGTON STATE TRANSPORTATION COMMISSION, AND TO THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION:

    We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

    WHEREAS, Mr. Paul Luvera, Sr. (3/25/1898 - 11/4/90) spent a lifetime effort towards the betterment of the city of Anacortes and its citizens; and

    WHEREAS, Mr. Paul Luvera, Sr.'s life was dedicated to public service, which included serving as President of numerous civic organizations such as the Anacortes Merchants' Association and Chamber of Commerce and chairing numerous civic committees including various relief funds during the depression, the Anacortes Transportation Committee, and the Cascade Highway Promotion effort; and

    WHEREAS, Mr. Paul Luvera, Sr. served as a Washington State Senator from 1953 through 1957, during which time he secured funding for the construction of the segment of State Route 20 that stretches from the south end of Commercial Avenue in the city of Anacortes to the Deception Pass/Whidbey Island Junction; and

    WHEREAS, Upon completion of the newly constructed segment of State Route 20 in August 1958, the Chairman of the then Washington State Highway Commission, Lewis B. Wallace, stated in his dedication speech:  "You (Mr. Luvera) have done more towards spearheading this road than any other individual.  And credit should be given to you.  When this highway is completely finished, it will be a credit to the state and your community."

    NOW, THEREFORE, Your Memorialists respectfully pray that the Washington State Transportation Commission commence proceedings to name the segment of State Route 20 starting at the south end of Commercial Avenue in the city of Anacortes and ending at the Deception Pass/Whidbey Island junction the "Paul N. Luvera, Sr. Memorial Highway."

    BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Sid Morrison, Secretary of Transportation, The Washington State Transportation Commission, and the Washington State Department of Transportation.
