(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Establishes a moratorium on new fees charged to utilities with regard to location of facilities on railroad rights-of-way.

     Creates a task force to study and make recommendations on issues related to the siting of utility facilities on, over, under, and along railroad rights-of-way.

     Makes an appropriation of forty-five thousand dollars for the fiscal year ending June 30, 2000, from the public service revolving fund in the general fund to the Washington utilities and transportation commission for the purposes of this act.
