(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Requires a notice on the petition as to whether the signature gatherer is being compensated.

     Declares that every person is guilty of a gross misdemeanor who circulates, solicits, or procures, or attempts to procure, signatures upon an initiative or referendum petition that fails to truthfully provide information required by RCW 29.79.090 (2) or (3), 29.79.100 (2) or (3), or 29.79.110 (2) or (3).

     Repeals RCW 29.79.500.
