(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Declares that except as otherwise provided in chapter 18.106 RCW, there is in effect in all counties and cities the Uniform Plumbing Code and Uniform Plumbing Code Standards, published by the International Association of Plumbing and Mechanical Officials.  However, any provisions of such code affecting sewers, and fuel gas and venting are not adopted.

     Provides that the state treasurer shall transfer on a quarterly basis up to twenty percent of all moneys collected under RCW 19.27.085 to the plumbing certificate fund established in RCW 18.106.130.  All moneys transferred into the plumbing certificate fund shall be used by the state advisory board of plumbers, after appropriation, for the purposes of this act.
