HB 2144 - DIGEST

     Finds that state regulation of the telecommunications industry should focus less on price regulation and more on the promotion of competition.

     Declares an intent that modification of state telecommunications regulation shall accelerate innovation and promotion of telecommunications competition by providing a new alternative to rate-based, rate-of-return regulation and by strengthening enforcement of interconnection agreements and removing other barriers to competitive entry.

     Designates penalties for violations of the act.
