Declares that the purpose of this act is to enable an optional water allocation method within qualified water resource inventory areas, by allowing local water management districts to restructure water holdings into new packages more suitable to current and future water users, in a manner that will result in more efficient use of water resources, ensure the maintenance of adequate instream flows for fish, improve protection of existing water rights, help alleviate water shortages, provide a flexible and timely means of water allocation, save capital outlays, reduce development costs, improve the economic well-being of the state's citizenry and communities, maximize involvement by local citizens in water resource management, and provide incentives for water conservation, while improving effectiveness of state oversight of water resources.
