     Promotes economic development in Washington by increasing the skills and productivity of workers.

     Establishes a tax credit program.

     Directs the board to review the impact of tax credits provided under this act by September 1, 2002, and report to the legislature as to its effectiveness in expanding the amount of incumbent worker training in Washington state.
