     Declares that the authority of the department of transportation and all local authorities to establish and enforce high-occupancy vehicle lanes is suspended until December 1, 2001.

     Repeals RCW 81.100.010, 81.100.020, 81.100.030, 81.100.040, 81.100.050, 81.100.060, 81.100.070, 81.100.080, 81.100.090, and 81.100.100.
