     Recognizes the need for ongoing financial assistance to local governments for the purposes of public safety, criminal justice, public health, shorelines protection, and other operations.

     Declares an intent that the state provide funding for the current and future fiscal bienna for a portion of local governments' costs for these programs and services that are the ongoing responsibility of the recipient local government.
