(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Authorizes the fish and wildlife commission to institute a program to purchase catchable-sized trout from private fish farmers in order to increase the recreational fishing opportunities within state waters.

     Provides that the act shall be null and void if appropriations are not approved.
