     Declares that a health carrier shall not engage in unfair methods of competition or in unfair or deceptive acts or practices as such methods, acts, or practices are defined under chapter 48.30 RCW.  Such activities are matters vitally affecting the public interest for purposes of applying the consumer protection act, chapter 19.86 RCW.
