     Provides that, by January 1, 2001, the department of health shall develop and report to the legislature recommendations for regulations to establish operating procedures for limiting the amount of chlorine added to drinking water and the length of time during which such amount remains in drinking water to the amount of chlorine and length of time necessary to achieve the level of disinfection required by law.
