    On page 4, after "Tribe." insert "Each of these tribes owns and operates a smokeshop located in a rural or semirural area.  Tribes that are located in a more densely populated area or do not operate a smokeshop but rather license independently owned and operated retail establishments may require an agreement with alternative rates and conditions.  In order to execute suitable agreements, there shall be flexibility in negotiating with the remaining tribes.
