     On page 179, after line 16, strike lines 17 and 18 and insert:

     "(1) The appropriations in this section are subject to the review and allotment procedures under sections 902 and 903 of this act. 

     (2) The new appropriation in this section is subject to the conditions and limitations under section 911 of this act." 

     On page 179, after line 20, insert the following:

     "Appropriation:

           State Building Construction Account--State ... $18,500,000"

     On page 179, line 23, strike "$4,000,000" and insert "$22,500,000"

EFFECT:  Adds $18.5 million from state debt limit bonds for the Yakima Valley Higher Education Center project in the Capital Budget.
