     On page 6, after line 16, insert the following:

     "(5) The director may not reduce direct services provided by a program administered by the department for the purpose of funding costs associated with implementation of this act.  This subsection shall not limit the director's ability to take actions that may result in reductions in a program's personnel, travel, or other indirect service-related costs."

Renumber the remaining subsections consecutively and correct internal references accordingly.

     On page 23, after line 21, insert the following:

Renumber the remaining subsections consecutively and correct internal references accordingly.

EFFECT:  Prohibits the directors of TED and DCD from reducing a program's direct services to cover the costs associated with splitting the department.  Still allows the directors to make cost reductions in other indirect service-related areas such as personnel and travel.
