    On page 5, after line 13, insert the following:

    "(9) A racing association licensed by the commission to import simulcast races may not advertise simulcast races in any form or through any medium.  For purposes of this section, "advertising" includes print media, point-of-sale advertising, electronic media, billboards, and radio advertising."
