     On page 1, line 11, after "means" strike all materials through "department" on page 2, line 2, and insert "((a)) any county within the state of Washington ((county with fewer than one hundred persons per square mile as determined annually by the office of financial management and published by the department of revenue effective for the period July 1st through June 30th))

     On page 3, beginning on line 17, strike all of subsection (12)

EFFECT:  Makes every county eligible for the three tax incentive programs: (a) tax deferrals for investment projects in distressed areas--chapter 82.60 RCW; (b) business and occupation tax credit for job training services--RCW 82.04.4333; and (c) tax credits for eligible business projects--chapter 82.62 RCW.
