     On page 3, after line 14, insert the following:

A(5) If the petitioner is a person who is not related to the child by blood, marriage, or adoption, the petitioner must show, in addition to the factors established in subsection (4), that the person objecting to visitation constructively abandoned, neglected, or abused the child.@

Renumber the remaining subsections accordingly.

EFFECT: Requires petitioners not related to the child by blood, marriage, or adoption to show one additional factor (that the parent constructively abandoned, neglected, or abused the child) before visitation may be ordered.
