    On page 7, after line 19, insert the following:

    "NEW SECTION. Sec. 107.  A lead agency is exempt from the requirements of chapter 39.12 RCW for any project included on a regional transportation investment plan if that plan, after having been rejected by voters when first submitted to them as required in this chapter, is redefined, resubmitted, and approved by voters under section 103(5) of this act."

    Renumber the sections following consecutively, correct internal references accordingly, and correct the title.

EFFECT:  Exempts a lead agency from paying prevailing wages on projects included in a regional transportation investment plan that has been initially rejected by the voters.
