     On page 3, line 9, after AThe account@ strike Amay not exceed one million dollars@ and insert Abalance may not exceed one million dollars at the end of each fiscal year@

EFFECT: Clarifies that the one million dollar ceiling for the contract harvesting account pertains to the balance at the end of the fiscal year.  This enables more than one large contract to be handled in the account at one time, but retains the prohibition against the account balance building up over time.
