EFFECT:  Requires an election to determine the exclusive bargaining representative instead of allowing the Public Employment Relations Commission to determine representation based on a cross-check of membership cards. (The bill would allow a card check when only one employee organization is seeking certification as the exclusive bargaining representative and there is no incumbent exclusive bargaining representative.)
