    On page 5, beginning on line 18, strike all of section 5 and insert the following:

    "NEW SECTION. Sec. 5.  A new section is added to chapter 47.26 RCW to read as follows:

    In any project funded by the transportation improvement board, and in addition to any other items required to be considered by statute, the board also shall require a concise analysis of the land use implications of the project, such as whether the programs and projects:

    (1) Support development in and revitalization of incorporated municipalities;

    (2) Implement local comprehensive plans for rural and urban residential and nonresidential densities; and

    (3) Improve commuter mobility, reduce traffic congestion, and reduce travel time."

EFFECT:  Expands criteria application from downtown to incorporated areas and requires a more thorough analysis of the land use implications of TIB projects.  Deletes goals of promoting compact development and multimodal use and adds criteria of improving commuter mobility, reducing traffic congestion, and reducing travel time.
