     On page 1, at the beginning of line 10, insert "significant"

     On page 1, line 15, after "causing" insert "significant"

     On page 2, line 9, after "violence" strike all material through "individual" on line 11 and insert "that is intended to cause an immediate danger of, or to result in, significant injury to the person of any other individual"

EFFECT: Requires that the device or technique be capable of causing significant injury to persons.  Changes the definition of civil disorder to public disturbances involving acts of violence that are intended to cause an immediate danger of, or to result in, significant injury to the person of any other individual.  Removes from the definition of civil disorder the requirement that the acts of violence be committed by three or more persons.
