     On page 2, after line 13, insert the following:

ANEW SECTION.  Sec. 2.  A new section is added to chapter 70.05 RCW to read as follows:

     The department of health shall establish a certification program and certification standards that all health officers must pass in order to be qualified to levy civil penalties for violations of public health statutes, rules, or regulations.@

Correct the title.

EFFECT: Requires that the Department of Health establish a certification program and requires that all health officers be certified before they can levy civil penalties.
