     On page 5, line 12, after "((except that))." insert "Material interference with normal public use of water or shorelines shall include any development which adversely affects water quality, interferes with recreational use of shorelines, or could reduce the ability to harvest shellfish in the vicinity."

EFFECT: Material interference with normal public use of water or shorelines as part of the substantial development definition under the Shorelines Management Act is defined to include any development which adversely affects water quality, interferes with recreational use of shorelines, or could reduce the ability to harvest shellfish in the vicinity.
