     On page 3, after line 21, insert the following:

     "NEW SECTION. Sec. 4. If specific funding for the purposes of this act, referencing this act or chapter number, is not provided by June 30, 2002, in the omnibus appropriations act, this act is null and void."

     Renumber the remaining section accordingly and correct the title.

EFFECT: Adds a null and void clause.
