SHB 2676 - H AMD to H AMD (2676-S AMH HATF MACC 25)

     On page 3, after line 21 of the amendment, insert the following:

"(5) No county may be required to review or revise its comprehensive plan and development regulations under subsections (1) and (4) of this section unless the following criteria are met:

(a) The unemployment rate for the county is lower than six percent as determined by the Washington state employment security department;

(b) The median household income of the county is at least forty-five percent of the median household income for Washington state as determined by the office of financial management; and

(c) The county retail taxable sales per capita, as determined by the department of revenue using population figures determined by the office of financial management, are at least forty-five percent of the median county taxable retail sales per capita in Washington state."

     Renumber the remaining subsections consecutively and correct any internal references accordingly.

EFFECT:  Requires that a county must meet the following criteria to be subject to the comprehensive plan review requirements: the county unemployment rate must be lower than 6%; the county median household income must be at least 45% of median household income for the state; and the county retail sales per capita must be at least 45% of the state median retail sales per capita.
