EFFECT:  Allows Benton County PUD, Chelan County PUD, Clallam County PUD, Clark County PUD, Cowlitz County PUD, Douglas County PUD, Grant County PUD, Grays Harbor County PUD, Mason County PUD #3, and Snohomish County PUD to use the alternative public works contracting procedures.
