    On page 3, after line 2, insert the following:

    "NEW SECTION. Sec. 1.  The sum of sixty-four thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 2003, from the general fund to the department of social and health services for the purposes of this act."

    Correct the title.
