EFFECT: Clarifies that the court must consider whether any of the restrictions regarding abandonment or abuse apply before it may consider the friendly parent factor (RCW 26.09.191 requires the court to limit residential time if it is found that the parent has engaged in willful abandonment; physical, sexual, or a pattern of emotional abuse of a child; a history of acts of domestic violence; or other conduct).
