     On page 8 line 15, after "plan." insert "Before a county legislative authority may certify the plan to the ballot, it must conduct an advisory vote within the county as to whether the county should participate in the plan."

EFFECT: Requires that a county legislative authority have an advisory vote on whether the county should participate in the regional transportation improvement district.
