     On page 80, line 19, increase the general fundB-state appropriation for FY 2002 by $350,000.

     On page 80, line 20, increase the general fundB-state appropriation for FY 2003 by $350,000.

     On page 81, line 3, increase the water quality accountB-state appropriation by $300,000.

     Correct the total.

     On page 86, after line 7, insert the following:

     "(22) $350,000 of the general fund‑‑state appropriation for fiscal year 2002, $350,000 of the general fund‑‑state appropriation for fiscal year 2003, and $300,000 of the water quality account‑-state appropriation are provided solely to the department for a groundwater study in the Yakima basin.  In providing funding for this study, the legislature is not acquiescing in any determination or hypothesis of any party regarding the hydraulic continuity of the ground waters in the Yakima river basin with the surface water flows of the Yakima river or its tributaries, and the legislature is not acquiescing in any determination or hypothesis of any party regarding state or federal jurisdiction over the ground water resources in the Yakima basin."

FISCAL EFFECT: Increases the general fundB-state appropriation by $700,000 and increases other funds by $300,000.

EFFECT: Provides funds to the Department of Ecology for a groundwater study in the Yakima basin and provides disclaimers regarding the Legislature's intent in providing the funds.
