     On page 18, after 38, insert the following:

     "(2) It is the intent of the legislature that the department of community, trade, and economic development be organized in an effective, cost-efficient manner, as proposed in House Bill 1474, and that is accomplished through the consolidation of programs and services that have similar missions.  The department of community, trade, and economic development shall conduct an analysis of its existing programs and services and make structural changes, within its divisions, to consolidate those programs and services with similar missions.  Any savings resulting from the consolidation of the programs and services shall remain within the department of community, trade, and economic development and must be used to support the remaining programs and services."

Renumber the remaining subsections consecutively and correct internal references accordingly.

EFFECT:  Requires CTED to consolidate existing programs and services with similar.  Any cost savings to remain within CTED's budget and used for the department's programs and services.

FISCAL IMPACT:  None.
