     The appropriations in this section are provided solely to the higher education coordinating board to disperse as grants to accredited institutions of higher education in the state of Washington for the purpose of improving security at research facilities.  The funds shall be dispersed based on the history of actual or threatened attacks on a research facility by individuals or groups involved in eco-sabotage, actual or threatened attacks on research facility staff or students by individuals or groups involved in eco-sabotage, and vulnerability to attack by individuals or groups involved in eco-sabotage as determined by the security staff of an accredited institution of higher education.

     Renumber the remaining section consectively and correct any internal references accordingly.

EFFECT: Provides $3 million a year for the next two years to tighten security at state university research facilities against eco-sabotage attacks.
