    On page 5, line 23, after "exclusively" strike everything through "state" on line 25, and insert "for the following purposes:  (a) One hundred million dollars of the surplus assets shall be made available to fund the actuarial cost of possible future enhancements to the law enforcement officers' and fire fighters' retirement systems; (b) to fund any unfunded actuarial accrued liabilities of the public retirement systems under chapter 41.45 RCW; and (c) other one-time costs of the state"

EFFECT:  Dedicates $100 million of the surplus from LEOFF plan 1 to the cost of possible future benefit improvements for the LEOFF retirement plans.
