     On page 2, after line 12 insert:

     A(3) By December 1, 2002, the Washington state criminal justice training commission, the Washington state patrol, the Washington association of sheriffs and police chiefs, and organizations representing state and local law enforcement officers shall submit a report to the legislature containing recommendations for possible legislation regarding vehicular pursuits, including but not limited to the following:

     (a) Increasing the penalties for attempting to elude a pursuing police vehicle under RCW 46.61.024, including increasing the length of the offender=s driver=s license revocation and the seriousness level of the crime;

     (b) Changing the elements of attempting to elude a pursuing police vehicle under RCW 46.61.024 by removing the requirement that the police vehicle be appropriately marked and adopting the requirement that the police vehicle be appropriately equipped with emergency lights and siren;

     (c) Expanding the definitions of vehicular homicide as defined in RCW 46.61.520 and vehicular assault as defined in RCW 46.61.522 to include persons who attempt to elude a pursuing police vehicle.@

 

Renumber the remaining subsections consecutively.

 


EFFECT:  Adds the requirement that by December 1, 2002 the Washington state criminal justice training commission and other state and local law enforcement organizations submit a report to the legislature containing recommendations for possible legislation regarding police vehicular pursuits.
