EFFECT: Clarifies that the bill applies only to "public works projects" rather than "publicly funded projects"; provides that the bill does not supercede the contracting procedures currently used by four-year institutions; allows government entities to consider criteria other than those listed in the bill; and allows government entities to create their own questionnaire.
