     On page 3, after line 33, insert the following:

ANEW SECTION. Sec. 5.  A new section is added to chapter 67.70 RCW to read as follows:

     (1) After two years of participation by the state in a shared game lottery, the commission shall conduct an evaluation of the expected and actual financial impact to the state.

     (2) In evaluating the state=s participation in a shared game, the commission shall include a comparison of the percentage of the ticket sales revenues retained by the state under the game to the percentage of the ticket sales revenues retained by the state under the commission=s lotto game for the two fiscal years prior to the fiscal year in which this section is enacted.

     (3) The commission shall provide a report of the evaluation to the governor and the appropriate committees of the legislature by December 31, 2004.@

EFFECT: Requires the commission to evaluate the state participation in a shared game, from a financial perspective.  Requires the commission to submit a report of the evaluation by the end of calendar 2004.
