     Beginning on page 1, line 19, after A47.20.785.@ strike AThe cost-benefit analysis process and demand modeling tools provided in sections 401 through 406, chapter 5, laws of 2002 may be used in this planning@ and insert the following:

     AThe most cost-effective mix of demand management, transit, and roadway improvements to minimize environmental impacts and the delay of persons and freight shall be evaluated@

 

 

 


 

EFFECT: Directs the department of transportation to design the state route 167 corridor to minimize delay.  Deletes the permission to department of transportation to include watershed based mitigation as part of the environmental permitting processes for the project.  Strikes the reference to the cost-benefit process and demand modeling tools adopted by House Bill 2304.  Inserts language directing the department to determine the most cost-effective mix of demand management, transit, and roadway improvements in designing the corridor.
