    On page 68, beginning on line 5, strike all of lines 5 and 6 and insert the following:

    "(7) A collective bargaining agreement shall not restrict the authority of an agency to contract for services if such contract is authorized by section 208 of this act."

EFFECT: Prevents a collective bargaining agreement from superceding an agency's statutory authority to contract for services.
