EFFECT: Reduces from 1.0 percent to 0.1 percent the maximum amount that may be charged against the state salary base to fund the cost of state labor relations services (collective bargaining).

FISCAL IMPACT: The maximum biennial amount of the charge is reduced from approximately $40 million to $4.0 million.
