    Strike everything after the enacting clause and insert the following:

    "NEW SECTION. Sec. 1.  The state building code council shall conduct a study of those nationally recognized model codes that are available for review at the time of the study in the following areas:  Building codes, mechanical codes, fire codes, and plumbing codes.  The study shall include information on the technical merits of the model codes.  The state building code council shall review previous subcommittee reports on nationally recognized model codes, and shall invite participation in the study by all affected groups and organizations.

    By December 1, 2002, the state building code council shall report results of the study to the appropriate committees of the legislature.  The report shall include recommendations for adoption by reference of nationally recognized model codes for the purpose of updating the state building code."
