    On page 3, line 30, after "That" strike "no" and insert ":  (a) No"

    On page 3, line 34, after "dollars" insert "; and (b) no individual penalty assessed by the commission against a candidate who has raised or spent less than twenty-five thousand dollars in his or her current campaign, or against a volunteer for that candidate's campaign, may exceed two hundred dollars, and in any case where multiple violations are involved in a single complaint or hearing, the maximum aggregate penalty against a candidate who has raised or spent less than twenty-five thousand dollars in his or her current campaign, or against a volunteer for that candidate's campaign, may not exceed five hundred dollars"
