    On page 7, beginning on line 25, after "respond to" strike everything through "2002," on line 27, and insert "criminal terrorist acts, which are acts that significantly disrupt the conduct of government or of the general civilian population of the state or the United States and that manifest an extreme indifference to human life"

EFFECT:  Replace the language that refers to SHB 2879, which died in Senate committee, with language in SHB 2879 describing terrorist acts.
