    On page 3, line 22, after "adjustment.))" insert the following:

    "Nothing in this chapter shall permit or authorize the billing of extremity manipulation separate from or in addition to a spinal adjustment.

NEW SECTION. Sec. 3.  This act applies to contracts, agreements or policies issued or renewed after July 1, 2003."

    Renumber the sections consecutively and correct any internal references accordingly.

EFFECT: Clarifies the intent of the sponsors that this bill will have no fiscal impact on state plans by prohibiting the billing of manipulations of extremities (knees, elbow, ankle, etc.) separately from a spinal manipulation.  Insures that additional costs incurred can be covered through negotiated contracts.
